Thanks to the Walloon Parliament, Belgium has obtained guarantees which should discourage the use of the arbitration mechanism of CETA by opportunistic entities having no real economic activity in the country. However, the Joint Interpretative Instrument only recalls the meaning of the term “substantial economic activities” used in the Treaty and refers to the definition in the WTO Agreement on Trade in Services. Thus, before any vote, your responsibility is to demand the formal and legally enforceable guarantees that Belgium is supposed to have obtained.
